Will funds in cd go to sole owner's medical bills, or be retained on behalf of atf's?

That's basically my question, thanks so much - we're pretty much destitute - especially my mother, or especially depending on how you look at it/what side of the crystal ball you're on, & we can't really help anyhow, but especially if we'll have no safety net when it's over...
